    2. What are the conditions for the experiment to complete its work?

    - The owner of the construction project must register ownership on the issued certificate after it is handed over.

     

    When performing construction completion work, investors, investors, individuals and units with responsibility and authority must comply with legal processes and conditions. One of the important conditions for the completion of construction works to be carried out legally is that the construction completion documents must be complete and accurate. In addition, in cases where a construction project is required to undergo acceptance testing before handover, there must be a written acceptance of acceptance from a competent State agency.

    3. What documents are needed to complete construction?

    To complete the project, the parties need to prepare relevant documents and documents, specified in Appendix VIB Decree 06/2021/ND-CP on construction completion documents.     - Decision on construction investment policy and pre-feasibility study report (if any);

    - Decision to approve investment projects;

    - Pre-feasibility study report or economic - technical report on construction investment (when a pre-feasibility study report is not required);

    - Plan for compensation, compensation, site clearance and resettlement construction (if any);

    - Design tasks, appraisal documents, and opinions of relevant agencies when appraising construction investment projects and basic designs;

    - Other documents (if any), including: Planning agreement; Agreement/approval for use/or connection of technical works outside the fence; Environmental impact assessment; Ensuring safety for neighboring works and traffic safety; Other related documents; Construction permit (except in cases of exemption); Decision on land allocation or land lease or land lease contract; Decide to appoint contractors, approve the results of contractor selection and construction contracts between the investor and contractors; Documents proving the contractor's capacity; Other documents and papers in the construction investment preparation phase according to regulations.

    • Group of papers and documents for construction survey and construction design:

    - Construction survey includes: Survey tasks, technical plans and survey reports;

    - Written notice of acceptance of survey results from the competent authority;

    - Documents related to design and engineering include: Results of verification and appraisal of construction design; Decision approving the construction design with approved construction design documents (with attached list of drawings); Technical instructions for construction projects; Written notice of acceptance of the construction design from the competent authority; Other relevant documents and papers. 

    • Group of papers and documents for construction quality management:

    - Construction completion drawings, accompanied by a drawing list;

    - List of design changes during construction/and appraisal and approval documents from competent authorities;

    - Plans and measures to inspect and control construction quality;

    - Documents and certifications according to regulations such as: Documents certifying the origin of goods/labels of goods/documents declaring standards applicable to products; Certificate of conformity and notification of receipt of dossiers declaring conformity with specialized agencies; Certificate of conformity (if any);

    - Results of monitoring, testing, and measuring during construction;

    - Results of control experiments to verify construction quality/testing the bearing capacity of construction structures (if any);

    - Written agreement and approval from the competent authority (if any) such as ensuring safety, implementing construction permits, fire safety, environmental safety...;

    - Minutes of acceptance of work, acceptance of stages, acceptance of parts according to regulations;

    - Documents on project operation and exploitation procedures (if any);

    - Documents on construction maintenance procedures;

    - Records and documents on quality management of equipment installed in the project;

    - Minutes of acceptance of project completion and completion of construction items;

    - Written notice of acceptance of construction items and works (if any) from the competent State agency;

    - Records and documents related to the acceptance inspection of works and construction items (if subject to acceptance inspection);

    - Documents and papers on resolving incidents and problems that need to be repaired after the construction item or project has been put into operation (if any);

    - Other related papers and documents during the quality management phase of construction works;
